Summary: The U.S. Mission in Vietnam – U.S. Consulate General in Ho Chi Minh City is seeking eligible and qualified applicants for the position of Agricultural Marketing Specialist in its Office of Agricultural Affairs.
The work schedule for this position is: Full Time (40 hours per week)
Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: ncumbent of the position will develop marketing strategies and programs that enhance demand for, and exports of, U.S. agricultural products in Vietnam and Cambodia. Incumbent maintains daily trade, government, and stakeholder contacts vital to market information gathering, regulatory analysis efforts, and U.S. Department of Agriculture (USDA) program oversight for the Office of Agricultural Affairs; monitors market developments that could impact U.S. exports, and keeps Agricultural (Ag) Counselor and Ag Attaches informed of, and reports on, significant developments; monitors regulatory developments and policy decisions that affect local production and demand, and analyzes implications for U.S. agricultural exports; addresses market access issues, resolves time-sensitive customs clearance issues, provides information and support to U.S. exporters and importers of agricultural products, and monitors and supports existing USDA programs. The incumbent will take lead for FAS-Vietnam on technical and trade policy work related to regulatory developments impacting host-country exports to the U.S. market, including USDA inspection programs and other regulatory/access concerns for host-country exports to the U.S. market as appropriate. The incumbent will be required to draft and compile trade information for numerous scheduled and voluntary reports covering exporter assistance and commodities of concern to USDA stakeholders. Overall, incumbent devotes roughly 70 percent of time supporting USDA objectives in Vietnam and 30 percent of time supporting USDA objectives in Cambodia.
Qualifications and Evaluations
Education: Bachelor Degree is required in one of the following areas: Economics, Commerce, Marketing, Agriculture, International Trade/Relations, or Law.
Requirements:
EXPERIENCE:
Must have a minimum of five years of progressively responsible experience in a profession related to agriculture, agricultural trade, economic analysis, or marketing.
Evaluations:
LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing of English is required (This may be tested). Level 4 (Fluent) Speaking/Reading/Writing of Vietnamese is required.
SKILL AND ABILITIES: Must be able to obtain and evaluate market data from a wide variety of sources. Must be able to prepare complete English drafts for all scheduled reports, as well as voluntary reports on other issues. Must be able to recognize and evaluate new developments, which could affect supply and demand and market access/opportunities for assigned commodities and prepare voluntary/alert reports. Must have personal characteristics that inspire confidence and cooperation on the part of persons with whom he/she must maintain official contact. Must be able to travel up to 20 percent of time and set up/maintain a network of contact in Vietnam and Cambodian agribusiness industry and government. Basic computer skills, including spreadsheets, word processing, and presentation software.
KNOWLEDGE: Must have thorough understanding of basic economic principles and thorough knowledge of international business practices, trade organizations, distribution channels for an entire range of agricultural products, and operations of relevant government agencies with oversight of agriculture. General understanding of production and trade policies that would affect food and agricultural product trade is required.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
