POSITION: Cultural Affairs Assistant

WORK HOURS: Full-time, 40 hours/week

ANNUAL SALARY: Ordinarily Resident (OR): FSN-9; US$16,418.00 (Starting salary)
Not-Ordinarily Resident (NOR): FP-05 steps 1 through 4*; US$51,560.00 (Starting salary)
*Final grade/step for NORs will be determined by Washington.

The U.S. Mission Vietnam – U.S. Consulate General in Ho Chi Minh City is seeking eligible and qualified applicants for the position of Cultural Affairs Assistant (CAA).

BASIC FUNCTIONS OF THE POSITION

Incumbent of the position is responsible for major intercultural exchange programs that send Vietnamese professionals as well as students to the United States or bring Americans to Vietnam for cultural programming. The CAA is Post’s primary liaison with public and private cultural institutions (broadly defined) and has one of the broadest arrays of contacts at the Mission; the job also has broad representational duties. The CAA has a responsibility to consistently establish new contacts and maintain existing relationships between the U.S. Consulate General and cultural/civil society institutions.

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

1. EDUCATION: A university degree in liberal arts, education, communications, performing arts, history, international relations, political science, law, American studies, English language, business, or public administration is required.

2. EXPERIENCE: At least two years of experience in event or program management is required.

3. LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing of English is required. (This will be tested). Level 4 (Fluent) Speaking/Reading/Writing of Vietnamese is required.

4. SKILLS AND ABILITIES: Must have ability to 1) plan, organize, and implement post’s cultural programs; 2) establish and maintain individual contacts with key officials; 3) draft reports and program materials in both Vietnamese and English; 4) work effectively with the American Center and Information Assistant to maximize programming effectiveness.

5. JOB KNOWLEDGE: Must have 1) extensive knowledge of Vietnamese government protocols, particularly as it relates to communication between the Vietnamese Government and the U.S. Government; the permissions process; the structure and function of the External Relations Office (in HCMC and elsewhere), the Department(s) of Culture, Sports and Tourism, the Ministry of Education, Department of Labor, Invalids & Social Affairs and People’s Committee(s);
and the structure, function, possibilities of, limitations of, and regulations governing public and private cultural institutions in Vietnam; 2) advanced knowledge Vietnamese cultural institutions and relevant government bodies. Must be familiar with Vietnamese cultural mores and how they are similar to, or may conflict with, American cultural mores.

SELECTION PROCESS

When qualified, applicants who are U.S. Citizen Eligible Family Members (USEFMs) and/or preference-eligible U.S. Veterans are given a preference in hiring. Therefore, it is essential that these applicants make themselves known as having a hiring preference and specifically address the required qualifications above in their application.

2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are
not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
4. The candidate must be able to obtain and hold the Mission’s security clearance.
5. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour
of duty to be considered eligible to apply for this position.

6. The candidate must be able to obtain and hold U.S. Mission Regional Security Office (RSO) and Health Unit clearances.
