ANNUAL SALARY: Ordinarily Resident (OR): FSN-9; US$16,418.00 (Starting salary)
Not-Ordinarily Resident (NOR): FP-05 (step 1 through 04)*; US$51,560.00 (Starting Salary)
*Final grade/step for NORs will be determined by Washington.

The U.S. Mission Vietnam – U.S. Consulate General in Ho Chi Minh City is seeking eligible and qualified applicants for the position of f American Center Director.

BASIC FUNCTIONS OF THE POSITION
Incumbent of the position directs and manages the American Center (AC) of the U.S. Consulate General in Ho Chi Minh City. S/he oversees the research, reference and outreach services conducted by the AC staff; plans and implements the outreach and inreach programs to advance the Mission’s public affairs goals; develops and maintains continuing contacts with target audience members from all strata of society; develops American Corners in Ho Chi Minh City and provincial cities.
QUALIFICATIONS REQUIRED
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
1. EDUCATION: A university degree in information science, library science, political science, international affairs, project management or American studies is required.
2. EXPERIENCE: Must have at least two years of progressively responsible experience in information research, library science, or event management. This includes experience in traditional research and reference services, and in the use of emerging technologies and electronic resources.
3. LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing of English is required (this will be tested). Level 4 (Fluent) Speaking/Reading/Writing of Vietnamese is required.
4. SKILLS AND ABILITIES: Excellent service orientation to target audience, interpersonal, and cross-cultural skills are required. Must have ability to 1) carry out reference searches and respond rapidly to complex requests, often for breaking news; 2) work effectively with American and foreign national staffs; and 3) independently plan, organize, and carry out assigned responsibilities.
5. JOB KNOWLEDGE: Must have 1) current trends and developments in American and host country information science and technology; 2) knowledge of electronic retrieval and delivery tools, in particular the Internet and standard information science practices and procedures; and 3) knowledge of host country and U.S. foreign affairs policies.

3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are
not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
4. The candidate must be able to obtain and hold the Mission’s security clearance.
5. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour
of duty to be considered eligible to apply for this position.
