Duties: Under the direct supervision of the Management Officer (MO), the incumbent serves as local management assistant and specialist providing vision and leadership in carrying out human resources program management and objectives for both Locally Employed (LE) Staff and Americans, including but not limited to administering the Vietnamese visa program; position classification, recruitment, and staffing; employment and compliance with regulatory concerns; performance management and conduct issues; compensation and benefits; and employee development and training. Incumbent serves as Post human resources and local labor law expert, the primary contact with the Ministry of Foreign Affairs(MFA) /Department of External Relation Office (ERO) and Service Company to Foreign Mission (FOSCO) and participates as Ho Chi Minh City’s HR expert in Management and HR related policy/report development and documentation when HR policy development is undertaken in Embassy Hanoi; the preparation, review, and updating of Post management notices, policies, and various reports. The incumbent will be called upon to task and delegate HR-specific work to all subsidiary units in the Management section of Ho Chi Minh City, to coordinate HR activity accordingly, and to give guidance when necessary. Incumbent also backs up the Eligible Family Member (EFM) Management Assistant.
Qualifications and Evaluations
Requirements: EXPERIENCE: At least 5 years of experience in administration, and/or human resources, management. At least one year of supervisory experience.
JOB KNOWLEDGE: In-depth knowledge of local labor, social security and income tax laws as well as prevailing customs and practices as they apply to compensation, employment, and other phases of human resources management. Extensive knowledge of LE Staff Handbook, 3 FAM and 3 FAH pertaining to LE Staff HR management, compensation and position classification, as well as thorough understanding of USG standardized regulations and all other pertinent manuals of operations and administration related to human resources/personnel operations. Thorough understanding of SRV Immigration Law and protocol regulations and good working knowledge of the Vienna conventions on diplomatic relations 1963 and consular relations 1968. Knowledge of software programs (Microsoft Office) and other software i.e. Sharepoint, WebPASS, MCLASS, E2, Ariba, etc.
Education Requirements: College or University Studies is required.

LANGUAGE: Level IV S/R (Fluent) Speaking/Reading/Writing of English & Level IV S/R (Fluent) Speaking/Reading/Writing of Vietnamese is required. Please clarify level of your English and Vietnamese language skill on your application.
SKILL AND ABILITIES: Good managerial & supervisory skills; personality which inspires confidence in LE Staff and American employees and permits the maintenance of effective working relationships with employees and supervisors. Ability to analyze and evaluate problems of varying degree of difficulties and to interpret legislation and regulations, initiative, alertness, tact and good judgment. Must be tactful and be able to maintain effective working relationships with Consulate employees. Good communication skills/ability to work with MFA/ERO & FOSCO personnel & communicate with candidates. Good presentation skills to deliver orientation/briefing/trainings.

Agency Benefits: Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in in Vietnam – U.S. Consulate General in Ho Chi Minh City may receive a compensation package that may include health, separation, and other benefits.
